Abstract. Minerals downstream is a strategy to increase the added value of commodities owned by a country. With downstream, exported commodities are no longer in the form of raw raw materials but have become semi-finished goods. The construction of a mineral processing facility is a mandate from the Law (UU) which must be obeyed and implemented. Mineral raw materials are processed domestically to provide added value and greater benefits for the people of Indonesia.  In particular, it is critical to determine whether a mineral-producing country can or should intervene in the location of mineral processing, and if so how to do so. the recent implementation of various policies issued by the government of the Republic of Indonesia aimed at encouraging downstream mineral processing in Indonesia has highlighted the need for research to better guide and support policy-making in this area. This paper sheds light on the broader understanding of downstream mineral processing location determination. It is necessary to pay attention to the linkage between trade theory and geographic economics to get a complete picture of the determinants at mineral processing sites in downstream industries must be optimized. So that the downstream process will become more attractive for the mining industry
